Elizabeth Biser has been involved with the North Carolina General Assembly for 10 years. She previously served as the Director of Government Relations for the N.C. chapter of a national non-profit organization and as the Director of Legislative & Intergovernmental Affairs for the N.C. Department of Environment and Natural Resources. There, she led the Department’s engagement with the N.C. General Assembly. Among the important issues and initiatives in which she played a primary role were funding for the Green Square Complex currently under construction in downtown Raleigh, and establishing an electronics recycling law.

At Brooks Pierce, Elizabeth represents organizations in the financial, communications, manufacturing and environmental sectors before the N.C. General Assembly. Elizabeth has extensive experience in the State appropriations process, as well as designing and implementing strategies for the passage of, or opposition to, a wide range of complex issues.

Elizabeth serves on the Board of Directors of the N.C. Professional Lobbyists Association. She is also a graduate of the inaugural class of the N.C. Center for Women in Public Service Summer Institute.
