Brooks Pierce attorneys Christine Bischoff, Bob Saunders and Elizabeth Troutman presented on October 16 at the 2025 North Carolina Community College Resource Development (NC CORD)’s Conference at Mitchell Community College in Statesville, NC. The presentation, “Legal Developments Impacting Non-Profits,” discussed legal developments around diversity, equity and inclusion, as well as recent executive orders and federal civil rights laws affecting post-secondary institutions.
NC CORD is a statewide organization comprised of North Carolina Community College Resource Development officers working together to enhance resource development efforts on all state community college campuses while providing professional development opportunities within the North Carolina Community College System.
Bischoff represents public school boards of education, private educational institutions, and colleges and universities on a variety of educational issues and in litigation in state, federal, and appellate courts. She has nearly two decades of experience working on education law and policy at the state and national level. As a former attorney at the U.S. Department of Education and the U.S. Department of Justice, she uses her extensive government experience and deep subject matter knowledge to help clients navigate complex legal issues.
Saunders is a tax and business lawyer with extensive experience in the nonprofit sector. He counsels primarily tax-exempt organizations, both charitable and non-charitable, on a multitude of federal and state tax controversy matters, estate planning, and tax-exempt financing.
Troutman advises public school boards of education, private educational institutions, colleges and universities on a myriad of education issues, and litigates on behalf of educational institutions in state and federal courts. She also helps clients in a variety of industries navigate the complexities of human resources and employment law issues, including employment policies and employee separation.
