Brooks Pierce attorneys Christine Bishcoff and Elizabeth Troutman spoke at the North Carolina School Boards Association’s (NCSBA) 2025 Fall Law Conference at the Renaissance Asheville Downtown Hotel on October 8-10.
Of Counsel Christine Bischoff presented “Legal Update: Civil Rights Laws.” Bischoff provided an overview of federal civil rights laws, executive orders, agency enforcement and U.S. Supreme Court’s Emergency Docket. Partner Elizabeth Troutman presented “Impartiality, Conflicts of Interests, and Duty to Rescue.”
The NCSBA provides advocacy, leadership, and services that enable school boards to govern at the highest level.
Bischoff represents public school boards of education, private educational institutions, and colleges and universities on a variety of educational issues and in litigation in state, federal, and appellate courts. She has nearly two decades of experience working on education law and policy at the state and national level. As a former attorney at the U.S. Department of Education and the U.S. Department of Justice, she uses her extensive government experience and deep subject matter knowledge to help clients navigate complex legal issues.
Troutman advises public school boards of education, private educational institutions, colleges and universities on a myriad of education issues, and litigates on behalf of educational institutions in state and federal courts. She also helps clients in a variety of industries navigate the complexities of human resources and employment law issues, including employment policies and employee separation.
